[Lazarus] IDE option to disable horz mouse wheel scroll

With new Horz wheel scroll events, I get not nice usage of IDE: my
touchpad gives unneeded horz scroll events and I got some unneeded horz
scrolls in source editor. (reason is finger moving on touchpad.) Need
option to disable horz wheel scroll.
